San Pedro Fish Market & West Harbor.
Elan spent nearly two years on the Port of Los Angeles waterfront, delivering the San Pedro Fish Market’s temporary facility at 706 Harbor Blvd and adjacent public realm work at West Harbor’s 612 Harbor Blvd park. Both jobs meant coordinating with Port stakeholders, public agencies, and a public-facing schedule.

John MacFarlane founded Elan Construction in 1992 and has run it as President ever since, operating out of San Pedro with a lean, sub-trade-driven team built for high-end residential and commercial work.
Caroline MacFarlane is an owner and works in the business every day, alongside John, on projects and day-to-day operations.
Elan’s structure is deliberate: a small core team backed by a trusted network of specialty subcontractors, so the firm can move between demanding custom homes and public-facing commercial work without losing the owners’ direct hand on every project.
That approach shaped Elan’s two most visible jobs — the San Pedro Fish Market and West Harbor Park — and continues on the Peninsula and on a residential pipeline from Long Beach to Rancho Palos Verdes.
